the difference is fairly clear, but probably only to advanced users (who are probably the main group of people trying this). the kde desktop is kde and all of the desktop features/apps it comes with; the full package. it’s what you’d get if you installed a kde distro. the kde desktop environment is just the kde environment itself with no added packages.

Is fedora 38 stable? I want to use wayland for sddm and also faster shutdown times. But I don't know if upgrading is worth it yet.

Well it's released, and I'd say an OS as widely used as fedora has probably had enough testing. If I were you I wouldn't be worried about upgrading.

for some reason on my rPi ssdm has a list of other desktops that I didn't install like openbox and GNOME. it has XFCE too for some reason. Why is this happening?

After upgrading to fedora 38 the mouse cursor in sddm is huge

Yes. libfuse2. At one point, you could just run AppImages out of the box on most distributions. But since libfuse2 was deprecated in favor of libfuse3, this is no longer the case.
