Sorry, but no. It's an April Fools' page, not a real page and not on the Article namespace. However, you could nominate the real page itself if it was not nominated before (sadly it's nominated.)

I have a Wiki Wednesday article. I haven't written it yet, but I relish writing. I would do one on “how to add a gif or image to a project” Do I make this in the form of a project, or do I write it in the forums?

This is for suggesting that existing articles be featured, rather than suggesting the contents of a new article to be featured. Try and see if a random article ends up really helping you, and suggest its title here!

This is a Japanese page for “Raycaster”.

I think it should be on WW as it has a nice tutorial on how to use raycasting and condenses the definition into a more simple, yet detailed description.
