Where can I find the source code for Scratch?
The source code for the Scratch programming editor can be found on GitHub. The source code for Scratch 2.0 and Scratch 1.4, are also available on GitHub. For updated information on development projects relating to the Scratch website, please visit our For Developers.

5.3 says nothing about the 2.0 editor, only that it is subject to the same copyright notice. Which, if you ask me, looks an awfully lot like you can use more than just the 1.4 offline editor.

Support. Scratch encourages mods:
Advanced Topics Talk about technical aspects, advanced features, or Scratch Modifications (Mods) here.I don't think they would write that if they don't want mods. I think it would be weird if they don't allow modded projects to be uploaded (if they don't contain any mod-specific blocks)
Signatures are the only place where assets links still work.

3.7 is very confusing, only the Scratch Team knows if it means “not to post Scratch links on other sites” or “not to post links to other websites on Scratch”. I mean, I think it's obvious that offline editors are allowed. It's common sense.
If not, then there's a few more things that a lot of people may have broken.Scratch modifications? Not allowed. 3.7 You agree not to post links to any content outside of the Scratch website, if to do so would violate any part of the Terms of Use.
Scratchblocks 3.0? Not allowed.

I use the turbowarp sometimes. The editor is soooo much better
Some people don't even read the ToU, but this would be better for the ones that do.

Remove or update §4.4 of the ToU
Looks like the ToU hasn't been updated since 1.4. But more to the point, this rule is pointless and would have been even in the days of old. The server-side validation should be strong enough not to allow uploading modded blocks, but even if it wasn't, everyone else's vanilla Scratch clients aren't in any danger of executing them. I vote for removal.

Remove or update §4.4 of the ToU
Yes, that's not why the rule exists. IIRC it's so things like “JSON hacking” (which can't be done with the editor, but are still legal so far so the interpreter is concerned) don't confuse people who can't recreate it with the editor (which makes sense, but I don't think completely justified the rule, so I agree it should be removed).
