No support, you can do this with costumes.
You can do a lot of things with costumes, but imitation of stretch or skew would require you to have every possibly aspect ratio of costume, multiple sprites, or use stamp-based instancing or other pen projects.
So… there are a lot of aspect ratios possible. Indeed, a continuum of the real numbers. Having an uncountable infinity of costumes is literally not possible even with infinite costumes. Like, there's always gonna be an uncountably infinite number of costumes between any two costumes, which means an uncountably infinite number of costumes between the current costume and the next costume, for example.
So, no, you can't stretch or skew by an arbitrary amount using costumes. And the simplifications of that arbitrary precision that computers make (64-bit floats rather than true real numbers, a screen that's 480x360 instead of infinitely detailed) don't really help you too much here. You still can't stretch and skew arbitrarilly.

Both stretch and skew would be absolutely glorious for 3D projects. You could literally map a triangular sprite onto a mesh as a single stamp with the right stretch, rotation, position, and skew.

The stretch effect block used to be a thing in Scratch 1.x (it is an obsolete block in 1.4, so it must have been removed a LONG time ago).
If it was removed that early into the days of Scratch, then there is a chance it won't be added again.

Actually it was gone from the palette but still worked in Scratch 1.4 projects. I have a project that uses the historical stretch block and if you wanted to download Scratch 1.4 and this project in its 1.4 format then you could see it work (but it’s really a bad project. It’s okay just to take my word for it.)
So the historical stretch block was removed from the block palette before Scratch was offered to the public (the version 1.0 Scratch offline Editor was first offered to the public around January 2007). The block still worked, it just was not seen in the list of available blocks.
That’s important because they based their decision to remove it on the experiences of a small number of people who used the beta versions.
The Scratch Team removed other things from Beta versions like cloning which they later put back in so I think they could re-enable the stretch block.

It could be but I’d argue against it. The post you mention is a full blown extension with a lot of higher-end transformations that could skew and flip things in many hard to visualize ways. This one (at least started out) as just two low-floor type of blocks that young scratchers starting out could easily understand, quickly and easily put into their programs, tinker with and build things. It looks to me like the suggestions are trying to target different groups.

This effect would be useful in many situations, and using costumes to achieve the result is often lower quality and more time consuming.
