Blur Effect
Je suis senor et amigo hi hallo portreto!I said ¡VUELVE AL TEMA! Sorry for being rude.
French, Italians, Spanish, English, and Dutch combined
Okay, now I do have something else to say. I agree with the image that Flowermanvista posted. They are different, but it doesn't matter if you use pixellate or blur to censor something. However, speaking of censoring, someone could still see inside and look at the costume(s), or stop the project (but you can just report it).
The message above may contain wrong information, rude remarks, or something embarrassing to my current self. In this case, please ignore it and remember that I likely wrote it back when I didn't know what “respect” truly meant. I really hate thinking about it again.

Blur Effect
This sounds like a very good idea that I have been hoping for over a very long period of time!
It would be so much easier for new Scratchers and experienced members to create higher quality projects. The effect would barely take any effort to implement because the CSS canvas system and HTML5 both have a built in Gaussian Blur/Gaussian Smoothing effect.
Just to elaborate on this suggestion, I think that you should be able to blur an individual sprite when the block is used in that sprite, but when the block is used on a sprite with a ghost effect and it is layered above another sprite, the sprites and pen on a lower layer should be blurred. This will allow for a whole new level of quality on projects as well as easier, lag-free blurring for OS's, games, animations, intros, and slideshow transitions.
It would also be nice to have the effect added in under the existing effects menu (ghost, mosaic, fisheye, etc.)
I would like to support this feature and hope it gets added soon!

Please let me know if there is anything else I can do to help

Blur Effect
How does adding a blur effect increase chances of that? First of all this is scratch, a coding website, and that is incredibly unlikely. Second, in the very unfortunate case, if you do that, you could just as easily put a rectangle, or use pixelate, or anything, and adding a blur effect wouldn't change the likelihood of that. Personally, I support this. It can easily be used for ### scenes.
Unsupport.

Isn't Scratch 3.0 made with WebGL, which is also a part of HTML5?Both, technically, but mainly JS since you can't script much with HTML. Scratch 3.0 is going to use HTML (or was it Javascript?)

Did I support already? Anyways, support. This also shouldn't cause any glitches since blur is built into html, also, would this mess up touching blocks and sprites behind the blurred one?

Still no support from the ST, sadly. Hope it comes in the future!

Nambaseking01 wanted to say that you can just use pixelate instead. But I don't agree because pixelate and blur are very different things.Wait, what's the workaround? Huh, no support.
It is just a more effective version of the pixelate effect, so I see no reason why this should be added when there is a simple workaround.

Blur Effect
This post is old, but i really support this! we really need a blur effect on scratch. Like the other effects, pixel and other. But add a blur so you can blur objects.

But that's not the point of the suggestion We could suggest more graphic effects.
