A forum? You can't make a forum, only the Scratch Team can make them. But I'm pretty sure you're talking about a topic. You can make one by clicking “New Topic” which should be at the top right of your screen.
If you have any more questions, make a topic on Questions about Scratch!

Nope! You can for example ask for help for a project, ask questions about scratch if you have any, propose changes for Scratch, chat about topics you are interested in… But be careful to do it in the right forum!

If you need any help, I reccomend asking on Questions about Scratch so we don't inflate this specific topic — There's people who might ask questions about it here, as it's ontopic.
