In order for someone to propose a law, they must be a member of the USS, meaning they must be a shop owner or a member of the shop itself. The law may be approved or declined, but if there is not two or more declines by three days after the proposed law has been originally posted, the law is enacted.

If two or more people decline, an automatic vote shall occur for three days, and the declination deadline shall be postponed, and the result of the election shall be the decision on whether or not the vote is enacted.

Once a month, we vote on shops that we should invite into the United Shops of Scratch. This would mean each person could opt to suggest two to three shops that should join the federation, and then the top three we would invite (yes, it will expand in the event of a tie) by posting on their official topics.

You have three days to oppose to this proposition. If three or more people oppose the suggestion, then an automatic vote shall occur. If two or less people oppose, then the proposition will be enacted immediately on November 16, 2016.

There is no reason to have a judge excpet creating another position of power that is unnecessary.

Judges would be needed to reach a verdict or decision that does not require the public, such as rule breaking and whether or not the person shall be punished, etc.

Some other decisions require a public opinion, such as law approval, which is currently occurring with Proposal 3.

I will not register your proposition until it is clear. You want to get rid of judges? If so, that could be the next proposal.
