Updated Version of "Not For Everyone" Filtering

So what I'm thinking is that since Scratch is used by all ages, we can add some new features for all ages, including older kids and teens. Parents can confirm their kid's age, and people can set what age their project is meant for. If something is incorrectly rated, it can still get reported. And finally, parents could approve or disapprove of certain things that they allow or not allow. Still, some things will still be banned from the actual community guidelines. I will let the scratch team decide that part. (I'm thinking that the only thing that this should apply to is horror and other things will be banned from Scratch as a whole.)

Updated Version of "Not For Everyone" Filtering

The Scratch Team has considered this suggestion before and rejected it, which means that they will not implement it. This is their reasoning for doing so:
