Cigarettes just aren't given to children at all.
From the age of 5 you can legally drink alcohol if it's given to you by your parent and you're on private property (doesn't have to be your property however). From 16, you can have a alcohol and a meal in a restaurant if a parent is there as well.
PEGI ratings are legally enforcable, I'm not sure how true this is, but in primary school we were told our parents could be arrested for allowing us to play games with a higher rating, however I can only find things saying it's a fine. But it's never enforced (the newspapers would release many a story on the parents fined for letting their kids play Fortnite)

I live in the UK so I kind of know. Never heard about the legal restrictions with games though, probably because they're not that heavily enforced and my parents were always quite strict with age ratings anyway.
About the school thing though, perhaps it was just something they said to scare you into not playing them? Kind of like how every teacher has a story of some kid leaning back on their chair, falling backwards and being horrifically injured.
