If it was animated, I worry about older and low-end devices lagging when trying to go to the profile page.

I think it should be a set wallpapers that are approved by the Scratch Team, it eradicated the chance for inappropriate pictures, and still allows you to customize a profile. It may also decrease the toll on the server, as people are not uploading big images.

Make people choose from a list of predetermined wallpapers to make sure they aren't rude, of maybe just make an option to change the background color of the profile, this would mean no offensive or reportable content

Support for solid colours (maybe a gradient option too), no support for predefined wallpapers. We already have profile pictures and thumbnails, and I haven't ever seen a problematic one.

But before implementing this, there needs to be an option to stop animated GIFs.

Then let’s make pfps predetermined too.
Honestly, I don’t see how this is much different from Pfps. We can just make it reportable, then inappropriate ones can be reported

This wouldn't be hard, just create another directory in api.scratch.mit.edu and support a new directory in cdn.scratch.mit.edu.

bump? also if they add this they should detect if it's appropriate or not just like how in the forums they detect your reply if it's inappropriate or not.

Easy to add, just add a variable that will store the profile BG to data and an API to match, now add a button to upload bg from file or pick a color then send the hex or image ID to the API then BAM!
