No, it cannot be, because of the “Powered by DjangoBB” thing. See, DjangoBB is the forum software currently used for the forums. Or, actually, a it's modified version of it that features ScratchR2 integration and other Scratch-only features. ScratchR2, in case you don't know, is what runs the Scratch 2.0 pages and part of the backend for 3.0 pages. ScratchR2 is also one of the many things that NGP is aiming to replace, if they keep using DjangoBB, they would fail to do what NGP is getting made for. Additionally, DjangoBB, just like ScratchR2, works by dynamically generating the page based on templates on the server side . That means more work for the servers. From what I've seen from the Scratch for Schools Pilot, NGP will instead be a static site on the frontend, and will query the API (the server) to get the data. That means less work for the server, and it's much easier to cache individual data instead of full pages, so the website will be fast and responsive (assuming you aren't trying to use on something comparable to a Pentium 4 or whatever) even when there's loads of users using it. So, for the forums to work with NGP, they would have to rewrite everything, at which point it wouldn't be DjangoBB anymore.

Cubeupload is blocked on many school devices/networks so images hosted w/ it don't show correctly

I think they're not switching to circular profile pictures because they believe they look better. It's more likely because they're adding Google Sign-In. Since Google user profile pictures are shown as circles, many websites also use circular profile pictures to keep the design consistent and make everything look more natural.
