I do agree that it's not that hard to implement, but then again, developers have more things to do than just implement suggestions.

There are 3D projects in Scratch.
However, the Scratch Team has rejected the idea of adding 3D blocks as it would be too hard for beginners.

So I believe that 3D art would count as rejected.

3.8+i Ban specific genres

Generally, the Scratch Team does not censor projects from a certain genre unless a large number of projects from a banned franchise were made with the genre. In general, it is usually possible to make appropriate projects based on a certain genre. Depending on the franchise, the Scratch Team may choose to ban a specific project from a genre from Scratch by accident, but that is at their discretion. Of course, you should always use the Report button on those genres of projects.

Note that, in general, it is not rejected to relax or remove restrictions on genres that are already banned from Scratch; for more information, see this post and this post.

7.8+i Require age verification to unlock features
Age verification causes many privacy concerns; because they attempt to create an invasion of privacy, and use fallacies to try to strengthen their suggestion. Requiring age verification will give you weaknesses such as being unable to get free-form comments on profiles & projects, being unable to use the forums, or getting your projects unshared.

However, it is also rejected to prevent adults from talking to children. For more information, see this post.

Three things:
1) I will stand with my opinion that “ban certain franchises” does not belong on this list, given the fact that the Scratch Team indeed does ban specific franchises. Either all topics regarding banning a certain franchise should be closed as “up to the Scratch Team's discretion” (similar to un-rejecting a suggestion) or suggestions regarding banning franchises (that are not already rejected) should be allowed on the forums.
2) Do you have a source for anywhere that “ban specific genres” is rejected? I would consider a “genre” of a project to be, for instance, animations, art projects, games, etc.
3) That link is saying not to make suggestions about suggestions, not to relax or remove restrictions on certain genres.
