It's meant to be a recreation of the game with the copyright for the original in the notes.

You've been trying to run this as a contest since February…without a lot of success, it would seem. Maybe it's time to restructure this as a collaboration where you map out the work to be done and arrange for other Scratchers to help with it?

I'm not familiar with the game - or copyright law, for that matter. You can probably claim “fair use”, given that this is an educational website and nobody is making any money here. See https://www.copyright.gov/fair-use/more-info.html for more information.

You can't license GPL content under the CC BY-SA license all Scratch projects use, but the assets might be under a different license from the code.

My buildings (the stuff in the data/beno folder) is Copyright to me (all rights reserved).
My Building Creators are Copyright to me (all rights reserved).

so I'm 99% sure that means you can't use any of that stuff without permission unless it is fair use.
