If you mean a cloud project with a python backend, yes it is possible, otherwise if you mean coding in a scratch project (not outside of scratch) then #2 is true.

If you mean coding in Python like Scratch, well I'm not aware of a software that do that.

You can if you build a compiler for python within the scratch environment.
