I find the idea very simple…

I could understand why Scratch may not add the feature, because Scratch is technically designed for younger ages. <3 But, at the same time, I could totally see it as almost a “setting” or something, that could turn on or off the feature (if that's possible)

I just use a browser extension.
That is the only available option currently.

Most Scratchers don't have access to browser extensions.
Edit: Well okay, that's not exactly true as I know that there are plenty of Scratchers that can use extensions, but we don't want to promote that on Scratch.

Surely it should be togalable in the costume editor if it is a feature for the editor? Although, it would be nice to have an onion-skin effect for the stage.

Probably because this discussion's been going for almost a decade. By the way, I definitely have support for this, it would help a lot of bitmap animators

you can do this using turbowarp, extensions, and a lot more

I don't think scratch exactly encourages the use of browser extensions. The real reason is probably because, like many things, they simply don't have enough time to implement this feature. They are too busy moderating and fixing bugs to work on something like this.
