It annoys me having to go through and delete all the ‘pop’ noises, so having a sprite loaded with no default sounds would be most helpful.

Yes! Definitely support, this has always been the most perplexing feature of Scratch.

I'm guessing the reason it exists is to remind Scratchers they can use sounds on Sprites, but then only the Scratch cat needs to have it.

I never use the pop sound.

Support for removing the default cat sprite and meow and pop sounds from the sprites/stage if the project was created when the user was in Scratcher rank.

I've never run into this problem, but if you make a project with a lot of sprites, forget to delete the pop sound in each, and hit the project size limit, then it would be very tedious to have to go through and delete all of the sounds. I support the default sound only being in the Scratch Cat sprite that appears when you first create a project.

I support removing the pop sounds from new sprites, and leaving the default scratch cat with the meow noise.

You're more likely to forget to remove the pop sounds from every sprite than to forget you can use sounds, since sounds have two tabs (one of blocks and one above the pane) to themselves.

Full Support . I never use the pop sound. And it's quite annoying to have to delete it from every new sprite.
