Why does scratch ruin audio quality?

The more quality sound you listen, the more disk space it takes, the more time it needs to transmit. So it's the question of preserving resources.

Good answer! That's a big part of it. Also, we don't want people setting up Scratch as a “free music library” that might attract the wrath of the music copyright owners.

^^
Plus if scratch had good music quality, people might start doing what a lot of people do on youtube: uploading songs free of charge for you to listen to. Of course, while this may not be that bad at first, all it takes is for someone to save or record the sound in that project and BAM, someone's just committed piracy. I don't think scratch wants to be used as an illegal music sharing site.

Even with fair use, Scratch would be bombarded with legal issues and end up being forced to either ban that type of content or shut down.

My audio that I recorded myself also gets automatically sped up after I record it for no reason. The audio then gets crackley and sounds downright awful. It happens after only just a few minutes, I come back in an hour and it works fine, record 2 sounds, breaks again. How can I fix this problem? (Not on my end because I tested with different mics and computers.)
