When you open up the requests forum, in the right-hand top corner of the forum is a light blue button that says “New Topic”. Press that and it creates a topic. In this topic you can create your shop

Shops aren't stickied

, they can be put into the Shop Directory though, which is stickied

In which category is the shop directory? I really want some customers. My gfx shop has been open for at least a month and I still haven't got 1 customer.

There is no way to get a shop stickied. You do that when there is a helpful guide about the topic, like what to say in the Request forum.
