Nope. Stencyl is proprietary.

I recently started with Stencil and I really like it! It is a touch more complicated that Scratch and lacks the more social aspect, but it's fun to work with and explore.

Just a FYI, you can get a 1-year licence for really cheap ($1+) at the Humble Bundle ATM.
