That's a bit like saying “I want some art - what should I use?”

There's lots of possible answers but what works for you depends on lots of things.

So first off, the conceptual bits:

• What kind of site do you want to create?
  
• What's going to be on there?
  
• How often are you planning on updating it?
  
• What kind of experience do you have building websites or coding?
  

Then the practical bits:

• Does it have to be an entirely separate site or is using an existing platform better for you?
  
• If it's going to be separate do you have a domain name?
  
• Have you got somewhere to host it?
  

Writing that lot another important question sprang to mind:
Do you want a website to have a website or do you want somewhere to show off other things you've done?

The former would be a site that you're constantly playing with and learning about coding for the web and design (so the content itself isn't all that important) whereas the latter is more focussed on something practical that lets exhibit your work.

I want a website to have a website and think it would also be good advertising

I suggest learning HTML and CSS, as there are many more hosting services for people using that.

I'm going to stick to scratch though for a while did. I mention that I am 10 years old

In that case something like Wordpress might be easiest. They can host it for you and there's nothing too complex to worry about.

I would reccomend wordpress.com. While wordpress.org allows you to have a bit more customization, it is far more complicated and probably isn't worth it in your situation.

The only problem with neocities.org, though, is that your website ends in .neocities.org, so it kind of ruins the “your own website” idea.

That's just the same with WordPress. It ends with wordpress.com unless you buy a domain.
You can get a free domain and make it redirect to neocities, can't you?

It really depends on your goals. I used to code things by hand but these days it's not worth the trouble. Back then CMSs were still fairly primitive (at least compared to today) but these days they're extremely capable. Pick a template you like and then modify it. Job done!

If you're just a beginner with no experience in coding, I would recommend wordpress.com or weebly. They are practically easy to use and require no coding. I reject webs because I used it before and it was TOO LIMITED.

If you have any HTML or CSS experience, you can use Github Pages (requires GitHub account) or Google Drive.

If you reached beyond that with PHP or MySQL knowledge, you can use Gwiddle and 000webhost.com. If you can, you can set up your own server!
