Maybe I'm misunderstanding your point, but as far as I'm aware, neither the email-confirmation feature nor the Terms of Service's statements on age requirements are directly related to the idea of the Scratch Team sharing others' projects on social media. The email-confirmation feature is to allow Scratchers to share comments and projects on the Scratch website, which is not directly related to other social media websites. The Terms of Service's statements on age requirements is for using the Scratch website, and this part of the Terms of Service does not reference other social media websites.
