Uhh, that's not what the user was asking…

You don't need Windows to run the Squeak Virtual Machine.

EDIT: I got an old version of Winlator and it successfully installed on my tablet, and i aleardy have the Scratch Installer (its 1.3.1, its similar to 1.4 but it dones't have the Ask blocks on Sensing and the Contains block on List). So, its problem solved.

I now also got 1.4

I can't find that “sandbox studio” anywhere.
Could you give me a link or more descriptors?

We are pleased to announce “Pyonkee”. The world's first real Scratch 1.4 environment on iPad. Anyone can download it from App Store for free now.

Pyonkee is written by Masashi Umezawa and it is based on Scratch 1.4 Source Code from MIT Media Lab. So there is no Scratch cat, logo and project sharing feature (except emailing projects).
Some Scratchers might remember John M. McIntosh's Scratch Viewer for iOS. That was removed from App Store by Apple four years ago. Pyonkee refers to JMM and other pioneers great works. Pyonkee's source code is available on GitHub.

Enjoy!
what if im on a android/samsung or a computer and also the apple store URL leads to a 404 page

I have confirmed that these URLs are still valid. If you cannot open them, it is likely an issue with your personal environment.
However, Pyonkee is an app for iPad, so it cannot be used on Android or PC.

Scratch 1.4 does not have an official app on iOS and Android. These old versions of Scratch were executable files on Windows and Mac, not websites; so there was no way to access scratch on mobile. Pyonkee re-implements Scratch for it to work on mobile.

Now with Scratch 3.0; it's not that useful, but still.

Pyonkee 3.00 is here! The headline feature is Clones—a familiar Scratch feature now available in Pyonkee. Check out Examples → Clone to learn how it works. To maintain compatibility, projects using clone blocks are saved with the .pyn extension instead of .sb.

for a while apple's policies used to automatically give apps a 17+ rating if it had an external link to a site
^ also that wasn't relevant since over a decade ago
