You go to the relevant forum. For example, if you want to make a suggestion, go to Suggestions. However, make sure it is not in the The 7th Suggestion Directory AND it is not Rejected by checking in the The List of Rejected Suggestions

I mean I had no clue about the scratch forums until like a year and a half after I joined so yeah. I can see where this person is coming from, and even then, I'm still new to the forums.
