Tbh I do not support this idea because many stickies contain important information like rejected suggestions or topics which are commonly used (in localized forums for example show off your projects topic). If such topics would not be stickied the information would not be found or there might be a lot of dupes made.

If stickies were not allowed, then there wouldn't be a point in having them entirely. The only people that can make a topic into a stickied topic is the Scratch Team themselves, thus if your “source” here was correct - Then they wouldn't've stickied any in the first place.

Contrarily, without TOLoRS for example, you can bet a billion dollars that the 1st page would be cluttered with already rejected suggestions and not lose.
Stickies here make something that would be, at times - Tedious to look for, have an actual ease-of-use type of feeling to it, rather than having to scroll through a bunch of unrelated results when for instance forum searches have difficulty with the DB or etc. they rely on.
