However, Scratch themselves never credited any of the artists, which for many of the songs license’s, is a requirement.

You mean fair use? Fair use also requires credit. There’s no legal clause which you can use to circumvent copyright without using loopholes. Which we should all know the ST’s position on.

Also, have you considered that the original sounds may be part of the public domain, in which case you can do literally anything to them without legal repercussion?

The names listed underneath the part quoted above are (I suspect) the people who made the sounds. It's also entirely possible that many of those sounds can't be copyrighted at all on their own, because they're too generic (especially the instrument sounds, the ones that play a single note).
