It's premise is simple, users taking turns to work on a project. It only gets confusing when it comes to all the precautions that will need to be included, but these mostly only affect the original owner, so new Scratchers will be able to take part in collabs without getting confused, and by the time they're ready to start their own, they'll be experienced enough to understand all the features.

Really, stop with the “support/no support” thing. I don't care if you give a reason. If you have a reason you don't need to add this to your post in the first place. Stop acting like your opinion makes a difference. It doesn't. Opinions were never the point. The point is whether or not it's a good suggestion. If you can give a good reason at why this is a good idea or point out a flaw, do it, but don't take sides.

Now that I think on it, this would make collabs easier to make for New Scratchers, since they don't have to figure out a way to connect off-site or constantly remix each other's projects.

Yeah no, I 100% support this. This looks like a brilliant solution AND prevents people from using extensions. This should absolutely be implemented, it sounds great and, just like Scratch is about, would be great to be able to learn how to communicate with your teammates. 100% in on this.

Unrelated Ideas - If you invite someone to make a masterpiece project without disclosing ideas and instructions, sometimes they will put up random stuff that makes projects don't look good, or add a random engine/feature that is not needed for the project.

In the slide explaining this in detail. It says you are given a button to give your turn to the other user. But, wouldn't that make it possible to chat privately? Or am I missing something.
It could go like this:

User1 types something into a sprite*
User1 gives turn to User2*
User2 reads message*
User2 types something into a sprite*
User2 gives turn to User1*
User1 reads message*

end

I suggest for it to take at least a day until you can switch turns with somebody else, so this won't happen.

Other than that, I support.

I agree with this. I do think this is a little difficult because Scratch is not okay with private messaging. Just not sure how there could be a work around but other than that, I support.

the chat technically wouldn't be private because the project must be shared for the collab to happen, but yes this would probably be a pretty common issue if it were to be implemented
