Do you have floodgate? Also you need to use /fwhitelist for Bedrock players (you don’t need to add the “.” or any prefix before the actual username). Also what is his iPad model? Maybe it is a performance issue.

Thanks for the help! When he tried to join that server it crashed, so maybe it was just too many people on the server and his iPad couldn't handle it? Do u know if there's a way he can directly join my server?
