that is talking about Files. the OP states this:

The OP is suggesting scratch to be able to host images, not have them be attached.
and the process would look (something) like this:

1. Upload an image (format might be PNG, JPEG or SVG)

2. the image would proceed to go through moderation (most likely wont be in effect because reasons from 9.5 from TOLORS)

3. Congratulations! you have just created an image that you can now use in the forums!

The image can be reported.

Yes, scratchers could also have a limited amount of images they can use.

Because they would create alts to bypass OR get mad and boycott the image/scratch as a whole and we lose users

I think that the benefits are so worth it, even if it will cost more money to support. I do think, however, that the size limits for the images should be a little low just to save on technological resources.

This is needed. But the cost… Scratch runs on donations, and unless somehow they get Elon to donate, it won't be happening.

there are other places in the website where images can be uploaded but this has never happened

You forgot that assets.scratch.mit.edu exists, which is an undefined amount of images.
And they are nonprofit, lost a few engineers in the layoffs according to one cheddargirl post, and have struggled to keep the forums up;

assets is inconvenient if you don't have an external tool. scratch also gets millions of dollars in donations
