Yes, thanks for clarifying. Nevertheless, maybe I should bump a bit less frequently.

TOS 4.4 does not apply to feature mods (such as TurboWarp). Projects made in feature mods can be uploaded to the Scratch site as long as they don't contain blocks are anything that is not in the vanilla editor.
I don't think so, TurboWarp technically violates Terms of Use, however, it's highly unlikely that ST is going to take any actions against it because
  1. There are no way of knowing if the project is created with TurboWarp, it's not like every TurboWarp games has the text “TurboWarp” stamped onto it with large font
  2. Even if they know, they will likely ignore it as TurboWarp is mostly harmless
I agree. However, TurboWarp is made by Scratch user @GarboMuffin. But does this mean that Browser Extensions are technically banned? There is a separate discussion about this here
I don't think you can get banned for it though, because after all, it is an external tool.

Naming them on Scratch is banned, but using them isn't.

Hi! I'm Fun Cupcake and I pop onto the forums every now and then to ask questions or try and help out.
My goal is to help people out and brighten their days!
Also, I do in fact have a voice-acted series. It's a fantasy story and I'd love it if you'd check it out!
You could also check out Sprinkle Town, a town game I created inspired by Stardew Valley! (It's still in very early development stages.)

The ST has the right to decide what all and any rules in the ToS mean when deciding user content’s fate, so it’s possible they don’t enforce this because they don’t think it’s reasonable. However, this rule does allow them to remove projects containing XSS.

My take on this: A modified editor would be an editor like Snap! which has new blocks, and built off of Scratch's source code, haveing built new functionality in it. TurboWarp does not fit this description.

That's an interesting approach. Whether or not Scratch Team shares it is something I'll be waiting to find out.

But how exactly does TurboWarp “not fit this description”?
