Do you mean the last person who joined Scratch, as in the person who joined Scratch the most recently? Or do you mean the last person who will join Scratch, before Scratch meets its ends?

For the first one, the answer changes every few minutes or so, because people are joining all the time.

For the second one, there will be someone who joins last, because nothing is permanent except Mathematics.

Wow that is a lot of combinations
But I highly doubt that Scratch will reach that limit because no website has reached that limit of usernames
Because Scratch isn't that popular, it will take so long for it to reach that number. And who knows? Maybe Scratch wouldn't exist anymore.
There might be an entire new population of people by the time we reach that number of usernames

Last doesn't exactly mean most recent. The last of something can't change unless it wasn't the last in the first place. The most recent of something can change, however.
