Ruffle is a flash emulator. Flash emulators are for flash because it isn't supported.
You said there are no more flash emulators and showed us Ruffle. Explain.

Sorry about it, but this requires Flash to run—it isn't actually recoding Scratch 2.0 or converting the flash to non-flash code, so it'll only work on devices with Flash (which is mostly none now that the browser extension has been discontinued).

I also don't have the time to figure out how to run 2.0 without Flash, so for phones and most devices, you'll probably just have to use 3.0
