I use GIMP.

Sites? Yeah, not gonna happen. You can get a free program like Gimp though

I've heard Photobucket has or is implementing a gif maker.

Like many above I use gimp.

Scratch that - definitely gifmaker.me. It doesn't put one of those annoying logos in the corner, it's very customizable, and you can even insert music into your gifs with it. It's how I make my gifs every time; it's an awesome tool.

Yeah gif maker watermarks are for amateurs. I use gimp, which works pretty well along with some plugins for batch frame handling. (I also use ffmpeg for video to image set conversion – that's how I made my avatar and the gif in my sig)

I used GIMP for my avatar. Like, the only thing I didn't make in gimp was the base/first frame, which was made in MS paint.

If you want to just a put a collection of images together into a GIF, you can find those online easily.
If you want to record something on your screen and make it into a GIF, let's say a hilarious part from a youtube video, or just something random, you can use Gyazo.

Yes, you mentioned websites only but I have another approach too.
If you want to actually draw your own gifs and animate them, you can use Adobe Flash, and export them as GIFs I believe. But of course this method requires learning the basics of frames, tweening, animating, and is a more.. intermediate approach? Well, difficulty level really depends on the user. Also it is limited due to it being a trial.
