We're talking about comments, not forum posts. Comments are meant to be typed out quickly, I don't really expect a lot of use of these new features. Plus, there's the potential of people spamming (and making their comments extremely bright and distracting) or posting inappropriate images.
I agree that they aren't really meant to be crazy big things (the comment char limit is 500 vs 200,000 char limit of forum posts…)

Support - this will make for some basic text formatting and a good starting point for putting emphasis onto comments.

YouTube uses a subset of Markdown for comments, namely, *bold* for bold, _italic_ for italic and -strikethrough- for strikethrough. Scratch comments can have a bit of a larger variety, though.

How about a subset of forum BBCode, such as having the formatting options from the start as well as inline code? Kinda like comment markdown on Stack Exchange.

6.1 Delete or edit your comments everywhere
The inability to delete your comments everywhere is put in place so users do not post inappropriate comments or spam comments on other users' profiles, projects, or studios, just to delete them later on. In contrast, you are not really likely to spam your own projects or profile. The only benefits to this are to remove comments that you did not mean to post, and to fix spelling errors. The former could be solved by thinking carefully before posting any comments, and the latter could be worked around by typing slowly, and stating your mistake in a reply to the comment. This also applies to forum posts; that is, a feature for Scratchers to delete their own forum posts will not be implemented.
Editing comments could similarly lead to comment manipulation, such as a user commenting “I like this project,” waiting until someone replies with “I agree,” and then editing the original comment to say “I hate this project.” Allowing Scratch Team members to view the edit history of a comment does not make it easy to moderate, since then they have to look carefully at the context of each edit, which takes time.

Someone could shorten a link to an inappropriate or malicious website, and no one would be able to tell what it is without clicking on it. By then, it may be too late — a device could be full of viruses or a child could be scarred by disturbing imagery.
Anyone can easily spam the Enter key and other people will have to scroll through it just to see other comments. No support.
- Line breaks (just make breaks that shorten into one break for lists)
While this would be a cool addition to comments, the character limit will have to be raised first.

You should be able to use any color, like hexcodes. here are the long list of colours:
eggplant purple.
blueberry blue.
Snow White. (not to be confused with Snow White from Disney)
tungsten grey.
asparagus yellow.
midnight blue.
ocean blue.
cayenne red.

fern green.
orchid purple.
grape purple.
