The Official List of Rejected Suggestions
Ban DDLC and Ban Star Wars in a Ban Among Us topic…Hmm… this reminds me of “Ban certain franchises,” which was on the previous rejected suggestions list, and is not on my list. That means I must have removed it. I think I probably removed it because it was “redundant.” (Of course you should use the Report button on inappropriate stuff!) But perhaps I should re-think this decision.
Banning some game…
Even though you might think otherwise, banning FNAF is like any of these other suggestions. If it is appropriate, it is allowed, but it is reportable if it is inappropriate.
These same suggestions keep appearing. Five in a row of these is not a good sign. You should clearly state that it is rejected to entirely ban any movie, game, or TV show – if it follows the Community Guidelines, it can be added to the website, since it is age-appropriate.
Would anyone happen to have a link to the post where I stated that I removed “Ban certain franchises” from the list? It should be a post on this thread somewhere… I'd like to analyze my thoughts from back then.
I have a feeling I keep seeing the same suggestion which is called The Ability to create Forum Categories and I think it should be rejected as it could just lead to Spam, users making Inappropriate Categories and making the infamous Off Topic Category which is rejected, I just think it would be a bad idea since it would make the user feel too OP (Over-Powered).Well, it is rejected, but it's a matter of whether or not I choose to add it to the list. I'm not sure that I need to add this one to the list, as I haven't actually been seeing this very often. But I'll keep an eye out for any new ones.

I have removed the suggestions […] and “Ban a certain franchise” (formerly 3.4).
These were removed due to not being suggested often. […] Regarding 3.4, it is redundant because you can use the Report button to report disrespectful projects of any kind. These suggestions are still rejected, but don't need to be on the list.

Generally the Scratch Team does not censor projects based off of a certain franchise unless a large number of inappropriate projects were made with the franchise. An example of a franchise with lots of inappropriate projects includes Five Nights at Freddy's; for more information, see #3.3 on this list. Of course, you should always report inappropriate projects of any kind.

Now, I'm actually somewhat conflicted on this. On the one hand, @Super_Scratch_Bros20 is right that this sort of general “ban this franchise” suggestion does keep showing up, and it's not going to stop, as new franchises keep being made. However, it seems sort of silly to put an entry on the list that ultimately just repeats a normal Scratch rule (“Use the Report button on anything that breaks the Community Guidelines.”). It's like if I put the entry “Remove the Community Guidelines” with the explanation summing up to “You should follow the Community Guidelines on Scratch.” Of course this should be done.
What else is a good point is that FNAF projects really do seem to fall under this same category. The only reason we have an announcement made about it is that not only was it trendy, but many projects had already been made by the time we were going to establish a position on it. So, if I revived “Ban certain franchises” on the list, would it make sense to remove entry 3.3 on “Remove restrictions on Five Nights at Freddy's projects”? I'm not necessarily sure that it would, considering they're somewhat different suggestions…
Who else has strong feelings one way or another?

Agreed with that. In which case, it's more of a sense of confusion rather than a genuine suggestion, and wouldn't need to be added to the list.Well, it is rejected, but it's a matter of whether or not I choose to add it to the list. Project messaging got rejected. I don't know whether it should be added yet – I'll have more time to check for duplicates later. It's up to you, as always. However, from my experience, I haven't seen it too often.

Maybe add a blurb on 3.3 that it also applies to other franchisesNot sure if this is what you're thinking, but maybe you're referring to adding something like this to what 3.3 currently is (after some revision - I'm typing this quickly without much thought)?
However, there is usually not a need to ban specific franchises in general. Be sure to use the Report button on any projects that are inappropriate.

I'd think that it's best to scrap 3.3 and replace it with the ban franchises one. Even though it is a bit obvious to some users, not everyone thinks that way, especially newer users. Plus, it is suggested plenty of times.

GENERAL INFORMATIONI actually think that being able to change the mouse cursor could be helpful, specially for point-and-click puzzle and similars where you could help people by making them understand with what you can interact, where you have to click to move, to make it more fitting with the ambientation of the project (also because Scratch can't go in complete fullscreen, which makes it less “immersing”),,… and if people are wondering “Where's my mouse”, you could still comment to say that it isn't visible enough…

This block, and others, could be used to hide the mouse pointer or change the way the mouse pointer looks in a project. These blocks, however, do not significantly change the types of projects that can be created with Scratch; for more information, see this post. You know, the cursors that appear when you try to drag something, can click something, when the something is loading, etc.
Being able to change the cursor to the hand when the player is hovering over a button, or being able to change the cursor to an hourglass when the game is loading would be so cool…However, I don't think every single OS has the same types of cursors…
So, would a suggestion suggesting to change the type of mouse pointer be allowed?I would consider that rejected, yes.

GENERAL INFORMATION
2.7 Scratch for video game consoles
The Scratch Team does not have the resources to put a Scratch editor onto a video game console. This includes making a Scratch editor for Nintendo Switch, 3DS, Xbox, and Playstation consoles.
However, the ability to connect gaming controllers to a computer or tablet to use for Scratch is NOT rejected. You can discuss it on this topic.
You can use it through the web sometimes, xbox has Microsoft Edge on it
