I think you want to have a sticky. But apparently, that may not be so good. People can have different problems and the Scratch Team should find it difficult to reply here and people's OS and other things are often different. Thus, reporting bugs here will not be a good idea. Requesting the Scratch Team to close it and every one else not to report bugs here. Thank you.

Edit: There's also another topic for reporting issues with translations. Why's that not getting closed?
