The “outline” feature should be use-able with text in the costume editor (for bitmap). Default setting would be transparent.

You can add outline to text in vector, so I don't see why not in both bitmap also. But if the scratch team was able to add this to vector but didn't add it to bitmap they might have reasons.
If the scratch team doesn't change this, you can always convert to vector and add text with outline, then convert back to bitmap.
