Interesting thing I found in Scratch 3 offline
The 3.x offline editor seems to use a “command link” dialog for its save dialog, atleast on Windows 7. I find this quite interesting, as most non-Microsoft applications opt to go for the more generic dialog box type. Although in this circumstance, a generic dialog box would be more appropriate as per the windows design guidelines, since it's a save dialog that doesn't mention anything specific about the software, not anything fancy like an Internet connection wizard, or a more dynamic save dialog. But still, it makes it look a bit nicer, and I find it quite interesting that they would choose this type of dialog box, which as I said, is rarely used outside of Microsoft programs.
I wish all Windows 7 programs would follow the design guidelines, it would make everything look a bit nicer and feel more enjoyable to use. I really dislike programs that use custom interfaces (apart from games, as well as certain other programs where a custom interface would be appropriate, like Scratch), or ones that don't use the UI and integration of Windows 7 to it's fullest potential. It just feels horrible to switch from one confusing interface to another confusing interface when running multiple applications, even though the Microsoft software engineers have done all the hard work for software developers anyway - there really is no need for custom UI in most software.

Yep, I'm getting a generic nondescript “are you sure you want to leave” note as well, and I'm on Windows.
Electron? Idk, pretty sure just about any program can call that standard popup.

I think you misread the post. It's not the standard dialog type used here. It's a “command link” dialog. Yep, I'm getting a generic nondescript “are you sure you want to leave” note as well, and I'm on Windows.

What I meant is perhaps the platform the editor is packaged in is perhaps calling that specific dialog by default. CatsUnited, what's up with the “yeet”?
