Technically it's already implicitly in the guidelines. Advertising goes against the “Be Constructive” rule, as an advertisement to another project is not a constructive comment.

This is my forum signature! On a forum post, it is okay for Scratchers to advertise in their forum signature. The signature is the stuff that shows up below the horizontal line on the post. It will show up on every post I make.

I was a Scratch Team member from May 10th 2019 to October 29th 2021.

and as far as I know advertising isn't strictly against the rules to advertise, but it's just considered to be rude if the project creator doesn't want it on their project.

What if someone wants advertising, e.g they want to see new projects? The Explore tab has some great projects but a few of them are just random filler or even just sprites with no scripting and you have to be very creative in order to find stuff in the search, so usually, letting people advertise is the way to go if you want to see cool projects.

I think it should be report-able if you state clearly ‘No Advertising’. It's unfair to people who want actual feedback on their project but instead get annoying links. I think it's fine if you're asked to give feedback on a project but only on someone's profile should that be allowed.

Can you give a reason why advertising a project would be necessary? You seem to have missed that. Advertisement may be necessary for other things to happen, but in the case of Scratch content advertisement on it's not necessary and often considered rude.

How? Especially if you don't actually say “please advertise here”, but still don't mind advertisements.
