Since he was added in the 1.1 update, along with many FUN events, I think that he's just fan speculation that Toby adopted and stuck in the game to add a nod to the fanbase and overspeculation.
Actually he was in the game from the beginning. The mystery man that many people believe to be how Gaster looks like, and his 3 followers I know for a fact where in the game before the update. It was the 1.1 update that allowed you to see him in a normal play through. However very rarely if your fun is a certain value. The reason Fun wasn't in the main game without hacking before the 1.1 update is because Toby forgot to capitalize the f in Fun which made the variable not work(or at least that is what I read in TV tropes). He is not fan speculation that Toby adopted, he was in the game and could only be seeable via hacking since the beginning. Also we got 4 (soon to be 5) pages worth of posts in here, I think it's a little late to merge with the main topic now. Also this topic is older than that topic.

The other topic is the official one and has more discussion. In 1.1 he was added, possibly due to an accidental lack of inclusion. Still, these theories are for naught as unless Toby updates the Pacifist route to allow you to recover him, you'll never know who the mysteryman is or who Gaster is. (Though, the mystery man is likely gaster, because he fell into the core and got ripped apart, so the followers statements make sense if he were Gaster)

Okay so in Deltarune, i'm pretty sure it takes place before the humans and monsters war?

and sans is creepy and doesn't age and that's how he becomes the younger brother of Papyrus in undertale

Since sans doesn't age, that means sans had to have been created fairly recently. by gaster?

Sorry if I burst your bubble, but Fox himself said DelRu is parallel- connected, but not at the same time.
Personally I don't believe in the whole ‘Dadster’ idea, but I do believe Gaster and the brothers are connected in SOME way.

Well I also have a theory. If you look closely at one of the Gaster Followers, It has a head in it's hand when it says “I'm holding a piece of him right here.” Or at least it looks like a head. Then, if you were to put yourself into “Test” rooms, you will find a sprite. Walk up to the sprite, It will say * in WING DINGS. If you notice, This entity has no head, no arms, and no legs, but looks like it has the neck, body, and the bones inside the arms. I also believe that Sans and Papyrus have no relation to Gaster - I'll get onto that later. But back to Gaster. I believe that when Gaster fell into the CORE, Parts of him were not only torn apart, But some melted. As you should know, the CORE is powered by Chara's SOUL, so Gaster would have been filled with intense DETERMINATION, but with the energy from the CORE itself he would also have died. Now onto my point. I believe that some of Gaster actually melted into the game's code (Yes I'm breaking the 4th wall here, You gotta sometimes do it) and that is where Redacted is. I then believe that the rest melted into the True Lab, And while Alphys was doing her DETERMINATION experiments, She used a little DETERMINATION but some of Gaster melted into the subjects while she wasn't looking, Giving them immense amounts of DETERMINATION. Now, Onto Sans and Papyrus. I believe that they didn't just “Appear one day”, that's just how some people interpreted it. I believe they moved here using one of Sans's shortcuts because who knows what. And I do not believe Sans helped Alphys - I believe it was Napstablook. Yes, Blooky. Think about it for a second, though. Alphys made Napstablook's cousin (Mettaton) a robot body, in the Switch version another ghost found her way into one of Alphys's Mew Mew Dolls, So why would all these ghosts be attracted to the scientist? They're not, they're being attracted by Napstablook who helped Alphys make Mettaton's body. Now this all may seem a bit crazy to you, but it might just make sense. Just think it through.

Here's my opinion.
Gaster, as everyone should know, has the hidden dialogue written in wingdings which ends with “what do you two think?” I think “you two” is refering to Sans and Papyrus, as when you get access to Sans's room and his lab you can find the photo which says “don't forget”, which is very likely to feature Gaster. Apart from his lab there are also other evidence pointing to this conclusion. When you fight Sans in the genocide run, he will say, “our reports showed…” I think the “our” here could well be Gaster, Papyrus and himself.
I think Gaster would have had a relationship to the skeleton brothers, either as lab subjects/doctor or sons/father. Now don't chuck stuff at me here. This is my theory. Gaster sort of looks like a skeleton too, so I'm going to assume the chances of them being colleagues it VERY small.
I think either this is undeleted game data, (even though you can't fight Gaster he still has stats) or something Toby chucked in for the fandom.

Some of my Gaster theories:

First off, his full name is Dr. Wing Din Gaster, derived from Wingdings and Aster.

Second, I believe that the Mystery Man is not Gaster, but instead the figure in Room 272. It just feels more right to me and also we know he speaks in Wingdings.

In Entry #17, he is speaking to Asgore and Dr. Alphys. I believe this instead of Sans and Papyrus, because he is speaking about an “experiment,” and Alphys is a scientist. And Asgore just ‘cause.

Gaster’s Entry #17 is actually Entry #0, due to there already being an Entry #17 and also Gaster was the royal scientist before Alphys.
