Net Neutrality? Article 13? What happens to Scratch?
So I know that there is a lot of talk about this, and a few topics already, but quite frankly, I'm VERY worried…
So recently I learned about the existence of Article 13. From how I understand this, people on social media sites will not be able to use copyrighted material, unless they are given permission from the owner. (Tell me if I'm right/wrong)
People have been saying it could cause Scratch to… end…
Next, I've seen topics that if Net Neutrality was to end, that Scratch could end!
I'm a kid, so honestly don't really understand this, but when I hear the words “Scratch” and “end” together in one sentence, I get quite worried… I ♥LOVE♥ Scratch, and would hate for some silly things to destroy it…
I know you may say that Net Neutrality “won't end”, or Article 13 “won't get passed”, but honestly, you never know…
Sooooooo, what would most likely happen if Net Neutrality ended, or Article 13 was passed? (I live in the US, so would 13 effect me differently?)
If Scratch continued to exist, how would projects and studios be affected? Would they be affected?

As far as I'm aware, Article 13 shouldn't affect Scratch anyway. Not sure though.

Net Neutrality isn't an issue anymore (as far as I know)
Most copyright holders haven't found Scratch yet so we'd be good for a long while, but Scratch worldwide would have to update their terms to comply with Article 13 since they host servers there. If there were any projects that used content by a copyright holder and they didn't like it, that project would be pac-man'd (from what i understand)

I don't think Scratch host servers in the EU. Net Neutrality isn't an issue anymore (as far as I know)

Anyway, shouldn't Scratch be protected because it's an educational site?

Net Neutrality? Article 13? What happens to Scratch?
@thisandagain* has some new news:
Hi @thisandagain. Will Article 13 affect Scratch in anyway? We are still studying the law with our legal team, but it could impact Scratch (particularly Scratch users in Europe).
Oh. So scratch is responsible for what we upload.Yeah. Article 13 would cause a lot of trouble for pretty much any service that has user generated content (including Scratch). We are still studying the proposed law, but it certainly doesn't seem well advised at first glance.

There are so many questions. I’m wondering how this will affect the Scratch Remix policy. Say that a certain scratcher adds her cute bunny drawing from a project featured in 2015 to the database of copyrighted works. Once the Scratch Team is made to implement contentID scanning then that software will automatically prohibit anyone from using that drawing in their projects even if it was shared under a CC license in 2015.Exactly. It's a real head scratcher at this point. I likely won't have any answers for a while as we still need to shift through all these details with the lawyers. But, there may be no point in worrying about this or speculating about what will happen until the politicians and the lawyers have made more progress. It looks like MIT has a set of lawyers that have been dealing with fair use copyright issues for many years and it’s probably wise to do nothing and let them do their jobs. ( unless one has some investment money to speculate on companies that make contentID detection systems.)Yup. Exactly. We are sitting tight for now and just having conversation with the lawyers, but for the most part it is a waiting game right now.

They used to at one point (there used to be an EU European site, which was a mirror of the normal site for faster access in the EU Europe) but it closed down because it was very glitchyI don't think Scratch host servers in the EU. Net Neutrality isn't an issue anymore (as far as I know)

Yeah, it should. I don't know the exact wording in article 13, but one of the basic ideas is that copyrighted material is allowed for ‘Educational Purposes’, so scratch should be fine.I don't think Scratch host servers in the EU. Net Neutrality isn't an issue anymore (as far as I know)

If you're seeing this signature, that means I've come out of my social anxiety hole.
Also, I edit the Scratch Wiki. Check it out sometime it's cool I guess.

Unfortunately, how I understand it, the project won't get “pac-man'd”, Scratch will.
How it is right now, Scratch itself is protected through Fair Use and Safe Harbor. What they do is if a company decides that someone infringed something in a project, Scratch essentially can “shield” a copyright strike, and will simply have to take the problem project down. With Article 13, Scratch ITSELF would be in trouble for a user infringing something.

Yes, sorry, but pac-manning would be more common (and i somehow forgot to mention safe harbor being shot down)Net Neutrality isn't an issue anymore (as far as I know)
