Net Neutrality? Article 13? What happens to Scratch?

So I know that there is a lot of talk about this, and a few topics already, but quite frankly, I'm VERY worried…

So recently I learned about the existence of Article 13. From how I understand this, people on social media sites will not be able to use copyrighted material, unless they are given permission from the owner. (Tell me if I'm right/wrong)
People have been saying it could cause Scratch to… end…

Next, I've seen topics that if Net Neutrality was to end, that Scratch could end!

I'm a kid, so honestly don't really understand this, but when I hear the words “Scratch” and “end” together in one sentence, I get quite worried… I ♥LOVE♥ Scratch, and would hate for some silly things to destroy it…

I know you may say that Net Neutrality “won't end”, or Article 13 “won't get passed”, but honestly, you never know…

Sooooooo, what would most likely happen if Net Neutrality ended, or Article 13 was passed? (I live in the US, so would 13 effect me differently?)
If Scratch continued to exist, how would projects and studios be affected? Would they be affected?

As far as I'm aware, Article 13 shouldn't affect Scratch anyway. Not sure though.

Net Neutrality isn't an issue anymore (as far as I know)

Most copyright holders haven't found Scratch yet so we'd be good for a long while, but Scratch worldwide would have to update their terms to comply with Article 13 since they host servers there. If there were any projects that used content by a copyright holder and they didn't like it, that project would be pac-man'd (from what i understand)

Their servers are in the US, but Scratch is available and used in the EU.

Ah sorry my mistake
They used to at one point (there used to be an EU European site, which was a mirror of the normal site for faster access in the EU Europe) but it closed down because it was very glitchy
EDIT: Forgot EU =/= Europe

Yeah, it should. I don't know the exact wording in article 13, but one of the basic ideas is that copyrighted material is allowed for ‘Educational Purposes’, so scratch should be fine.

If you're seeing this signature, that means I've come out of my social anxiety hole.

Unfortunately, how I understand it, the project won't get “pac-man'd”, Scratch will.
How it is right now, Scratch itself is protected through Fair Use and Safe Harbor. What they do is if a company decides that someone infringed something in a project, Scratch essentially can “shield” a copyright strike, and will simply have to take the problem project down. With Article 13, Scratch ITSELF would be in trouble for a user infringing something.
