So, this has been a problem that many scratchers have faced over the ages.
When you insert a piece of art from another program it turns pixely. This isn't a problem for showing off art because it still looks good! But when using different sizes of that art it turns into a mess! I have tried Vector but it doesn't change. I really hope someone can fix this, it would really help with my new game!

Have you tried resizing it in a program that's better suited to the task?

What Nova said. Scratch's image editor is far from perfect, it's only preferable for its convenience and simplicity. If you prefer quality over speed, consider resizing the image before importing. Have you tried resizing it in a program that's better suited to the task?

I'd recommend the following posts above, but if all else fails you could upload your art to a image hosting website that doesn't sacrifice quality (like cube upload).
