Error page are very useful in which they provide the user information on why they can't access a page. It's also very unlikely it'll come up so they won't be “dazzled” by it.

You may have had the idea of a new 403 page but this topic is not a duplicate: it's about what I think the 403 page should look like (picture seen on OP), not a topic for “please update the 403 page”.

The 403 page still hasn't been updated as of now, and it definitely could use a change, even if it's rarely seen because the generic 403 is used instead. It appears in https://scratch.mit.edu/403, but also https://scratch.mit.edu/educators/classes/.
