FL Studio Demo is really good (provided you can make said music in one session with limited supplies) and Stencyl is a good game making program which is very similar to Scratch.

well, dabby, if you want a singer, there is a software called vocaloid. it costs more than $100, it simulates a singer. vocaloid is just the software though, you have to buy the singing software separately. it costs a lot of money, and i mean ALOT, it's hard to explain. good luck for you, vocaloid is only pc. a game making software called game maker for the pc and mac, (i think) might be able to make a touhou styled game
