Rickrolls are a form of clickbait. You can be banned on FaceBook for clickbait. I would not recommend rickrolling though.

I feel when they said don't trick the community they mean don't spread rumors like

“PADDLE2SEE IS DELETING ALL SCRATCH ACCOUNTS ON TUESDAY AT 4:32 AM”

Not really. It's just a prank, it's not so much a “trick on the community”. A trick on the community would be something like what @scrooge100 said above;

I've done a rickroll before, and I wasn't banned. So I assume it's okay.
(I just don't encourage it if.. let's say you found someone who was asking how to do something and you tell them you found a “tutorial” on how to do it which ends up just being a rickroll, that might be annoying)
Also; I really recommend doing these on April Fool's Day rather than other times.

I saw a certain user rickroll @Paddle2See using latimes and they are still as active as ever.

People who say things like that almost always mean that THEY are the ones doing the pranking. On the other hand, the people who get pranked have a different opinion.

Here's my opinion. People who prank are stupid, insensitive people. I remember when I was a boy another boy clapped his hands over my ears and laughed at the sudden pain I experienced. He could easily have permanently damaged my hearing. Very funny.

Ever been punched in the stomach when you were a kid by someone who thought it was a “joke”?

Yeah - something like that should be okay, not the examples @footsocktoe was giving that would literally harm or greatly humiliate anyone (such as clapping your hands over someone's ears or being punched in the stomach - I remember experiencing the latter before and I don't remember it being anything fun )
But rickrolls/bait-and-switch stuff is pretty harmless; it wouldn't result in anyone being hurt and likely wouldn't result in humiliation.
Especially if it really is just the video and/or song “Never Gonna Give You Up”, I mean, it's a music video from the 80's featuring a person singing and dancing to it.
The only time I can think it would be harmful at all is if someone edited it to be extremely loud and/or would have annoyingly ear-ringing/loud static effects put on them.

I agree, I've been rickrolled dozens of times. As long as it is used sparingly, and without causing harm or malicious intent, then it is fine. As for whether it is allowed, well just view this guide, it has a rickroll link in it and it was deemed fine.

I doubt a rickroll would be bad enough to get you reported/punished, just as long as you link it to the right video - not some cursing video or something else.

Also if it's used excessively, or intentionally annoying someone, that's when it could get risky. As LionHeart70 said;

There are many different levels of pranking. It could be as simple as a rickroll, to tricking someone to going somewhere different. Very minimal pranking is fine, and a lack of repetition should also be fine.

These are unacceptable examples of pranking, trickery, and/or (emotional) abuse. Not all pranks are at this level.

Understood - in a sense. Once again, being a pranker can mean you just tricked someone into something undestructive, or harmed someone really badly.

In this example, a rickroll doesn't really do any harm. As soon as you click on the link and see it's a rickroll, you should be able to click out of it and carry on. You don't have to tell everyone you've been tricked, either.
