I brought up this suggestion because I know someone who (on roblox, not scratch) created- and lost- 8 accounts. I don't mean if someone creates 2 accounts to work together, I mean if someone just keeps creating accounts, almost spamming them, isn't that wrong?

By the way the roblox thing isn't an offsite link
And don't put links to one of your games

You can have as many accounts as you want. I think the only way it could get you banned would be if you use them to promote your projects. (For instance, have 5 fake accounts all go suggest the main accounts project to be featured. I'm not even sure if that would be considered for banning but I feel like it should be.) But as long as you aren't doing anything like that with the extras, it's totally fine to have as many as you want.
EDIT: As a side note, this is specific to scratch. I don't know what the rules are for Roblox.

I have two scratch accounts, so I think that it would be fine. My other account is @Purpleleaf09

But it's not forbidden.

Don't do this if your account ban, It will IP ban

There is no limit to how many accounts you have, but just to be safe, don't use more than three or four.

agreed personally I would only have c-o c-o2 c-o_designs c-o_test. If you are being bullied on one account just report it

On a slightly separate note - is it possible to move projects from one account to another (new) account? I would like to delete an account but save the projects first.

Sadly, it isn't. But you are able to remix the projects with the new account then put all the sprites and backdrops in your backpack and put them all on your new account empty projects (Easier said than done if your projects have loads of assets).

Bear in mind that if your old projects have cloud data in them and your new account is new scratcher status then you will not be able to use cloud data. The cloud icon will be a vertical rectangle.

Yes, it's easy to move projects from one of your accounts to another.

FILE > download to local file

Then switch to other account and

FILE > upload from local file
