Some is following me and they are following over 1000 people. They just follow people just to follow them! Is this really allowed? Just make an account post a few projects then follow everyone on scratch? Please help me.

Um, yeah, so, it's actually allowed. If you look here: https://scratch.mit.edu/discuss/topic/4789/ then scroll down to number 20, you'll see that it is allowed. I do agree with you though, it is annoying. Unfortunately, there is no reasonable way to prevent this.
