Does Scratch Allow Cussing?

It should be obvious that you're not allowed to cuss on Scratch but (removed by moderator - please don't name and shame) thinks it's perfectly fine and does it regularly!! Everyone who sees him do it, acts as if it's fine too, so is it really allowed?
