Assembly.
But seriously, actual programming is very different and much more complicated than Scratch,
Also first post in nearly 3 years.

Well, the first thing you need to make a game is a game developing software, like Adobe Flash or FlashDevelop. However, to make a game with those two, you will need to know ActionScript (or AS for short). There are three versions of AS, AS1, AS2 and AS3. AS3 is the latest version, and I think that it's the one with the most features. There is, though, another way to make flash games without needing ANY programming knowledge. That other way is using Stencyl. Without programming, though, there isn't much you can do with your game. Note that Adobe Flash has more features than FlashDevelop, but you need to pay for it. There is a free 30-day trial though, which is enough to develop a little game, if you develop it around 4-6 hours per day, if my calculation is right. Adobe Flash costs 700$ I think. Well, let's see the comparison of those two.
Software ADOBE FLASH FLASHDEVELOP
*.swf making Yes No
Free No Yes
Code Compiler Yes Yes
Tutorial ? Yes
Can't think of any other features. Sorry. I haven't succeeded in learning AS3, and I stopped planning to learn it at all because I don't know how to start. Whenever I try, I make a mistake in the code. I hope you succeed where I didn't. Good Luck! -Kamehh
*.swf files are the files that make not only a game, but also anything developed in Flash interactive. If you played some Flash games, you have seen some characters, items, etc… those are all .swf files. They are Flash's sprites. In order to make a game, you will definitely need to find a software for making these things. (You can't get them, as that would be stealing)

Ideas for games aren't games, period. Have you considered creation of audio and art, and copyright leasing if applicable? What is your budget?
As for programming language selection, it depends MAJORLY on your target platform. If you want to develop for Android, you'd go with Java, Objective-C for iOS, C(++) for desktop/laptop computers, and C# for Microsoft devices such as XBox.

There is no programming language that's the best, especially when it comes to desktop publishing. C++ is more powerful and you can go further with it, but if you are coming off of Scratch, Java, Python, or C# would be easier to learn and still get the job done. Even when you get to an advanced level, fluency and preference is most important.

I made my profile picture in 2011 when I was 12 and it is by far my greatest artistic achievement.

If you want to program at a more advanced level just a little harder then scratch then try Game Maker 8.1 its very useful and some-what easy to use then you need to choose which one you want to do PC/Mac games or Apps for mobile devices. Apps are much harder to make though. But they can make quite a profit if you put enough effort in them.
