i suggest we let new scratchers use cloud variables so they can do more interactions with people.

New Scratcher restrictions exist to combat bots and trolls. Lessening these restrictions hampers the ability to catch bad actors before they can do much damage. See 8.2 of The Official List of Rejected Suggestions for more information about why the New Scratcher status exists and why they won't allow anyone to skip it.

In 2010, lots of trolls attacked the forum with inappropriate images, at first the st disabled images, but they then decided to restrict image hosts, and make a new scratcher rank to prevent trolling when they just joined scratch. Currently there is a griffpatch multiplayer hack wave going on, so this is an example why new scratchers can't use them.

but if you posted stuff that's inappropriate. why can't they just not let you make another account if you go around posting pictures of… you now what?

That stops one person or a few people, but it won't stop every troll that exists.

Freedom is tied in with being able to exercise responsibility and respect. Needless to say, the wait period from “New Scratcher” to “Scratcher” is a necessary time period for users to show that they're responsible enough to follow the Community Guidelines and have earned of the freedom to use cloud variables.
